STEVEN B. KANTROWITZ, JAGC, USNR
PROSPECTIVE NAVAL RESERVE SENIOR JUDGE ADVOCATE
The
Secretary of Defense, Hon. William S. Cohen, has announced that the President of the United States has nominated Captain Steven B. Kantrowitz, Judge
Advocate General's Corps, United States Naval Reserve, for promotion to the
grade of Rear Admiral (Lower Half).
Rear Admiral (Lower Half) (Select) Steven B. Kantrowitz received his B.S. degree in 1974 from Cornell University. He received his J.D. degree from Villanova University School of Law and his LL.M. Degree (With Highest Honors) from George Washington University. He received the American Bar Association Award for Professional Merit for graduating first in his class at Naval Justice School.
Rear Admiral (Select) Kantrowitz's first assignment as a judge advocate was in the Administrative Law Division, Office of the Judge Advocate General. In 1979, he was assigned as Special Assistant and Aide to the Judge Advocate General, a billet he held until transferred his U.S. Navy commission to the U.S. Naval Reserve.
Rear Admiral (Select) Kantrowitz's many Naval Reserve assignments have included service as Staff Judge Advocate, Naval Reserve Readiness Command Region Four, from October 1996 to September 1999; Commanding Officer, Naval Reserve NAVJAG 106; Commanding Officer, Naval Reserve Voluntary Training Unit (LAW) 0413; Executive Officer, LSO Philadelphia 204; and Executive Officer, Naval Reserve Voluntary Training Unit (LAW) 0401. It is worthy of note that he commanded both VTU Law 0413 and NAVJAG 106 for extended three-year tours, and, in each instance, that unit received the Rear Admiral Gerald E. Gilbert Cup as the most outstanding law program unit in the nation. His present assignment is Commanding Officer, Naval Reserve Civil Law Support Activity 104.
His significant periods of annual training include the National Defense University, Reserve Components National Security Course and, on five occasions, Office of the Judge Advocate General. He has served in the Programming Division (N801) and with the Special Counsel (N00J) to the Chief of Naval Operations. In 1997, he served with the Fleet Judge Advocate’s Office, U.S. Atlantic Fleet, and in 1999 he attended the U.S. Atlantic Fleet’s Senior Naval Reserve Officer Orientation Course. Active-duty training tours include escort officer for a foreign exchange Naval officer and as a member of the JAG Reserve Captain/Commander Selection Board.
In addition, Rear Admiral (Select) Kantrowitz has also served in numerous significant staff positions within the Naval Reserve Law Program. These have included service as a charter member of the Naval Reserve Law Program Executive Steering Committee, charter member of the Naval Reserve Utilization and Integration Committee, Special Assistant to the Naval Reserve Senior Judge Advocate for Recognition and Awards, and Public Affairs Officer for the Naval Reserve Senior Judge Advocate. All of these meaningful and rewarding positions have been completely voluntary in nature and have been in addition to his other normal duty assignments.
Rear Admiral (Select) Kantrowitz has been awarded the Meritorious Service Medal (three gold stars), the Navy and Marine Corps Commendation Medal (two gold stars), and the Navy and Marine Corps Achievement Medal. He is authorized to wear the Meritorious Unit Commendation (bronze star), the National Defense Service Medal, the Military Outstanding Volunteer Service Medal, the Armed Forces Reserve Medal, and the Pistol Marksmanship Ribbon.
In his civilian employment, Rear Admiral (Select) Kantrowitz is managing partner of the Philadelphia office of McBreen, McBreen & Kopko. He concentrates his practice in product liability, environmental and commercial litigation. He is a member of the Bars of Pennsylvania, New York, the District of Columbia and Ohio.
He and his wife, Christine, reside in Malvern, Pennsylvania, with their two children.
