Rear Admiral Michael F. Lohr, JAGC, USN is a graduate of the University of Maryland Law School. He was commissioned an Ensign in the JAGC Student Program in 1974. After graduation from NJS in 1978, he served as Defense Counsel, Senior Trial Counsel and Claims Attorney at NLSO San Francisco. In 1981, he became SJA, USS CORAL SEA (CV 43) where he made 2 WESTPAC deployments.
Following completion of his LL.M. in International Law at George Washington University, RADM Lohr was assigned to Code 10 where he served until January 1987. He was then assigned as Assistant Special Counsel to CNO. In August 1987 he transferred to NLSO Washington D.C. where he was Senior Defense Counsel.
In 1988, RADM Lohr was assigned as an International Law attorney, CINCPACFLT with additional duty as SJA, Commander, U.S. Naval Forces, Central Command. During this assignment CAPT Lohr served as counsel to the investigation following the USS VINCENNES (CG 49) engagement of an Iranian aircraft. In 1989, he was a by-name selection to serve on the staff of U.S. SECOND FLEET as Fleet Judge Advocate (FJA), where he prepared numerous Battle Groups for participation in Operations Desert Shield and Desert Storm. Subsequently, he transferred to the U.S. SEVENTH FLEET in Yokosuka, Japan to serve as FJA.
In July 1993, RADM Lohr assumed duties in Code 61 as Senior Officer Detailer/Deputy JAG Corps Community Manager. In October 1993 he was selected to serve on the legal staff of the Chairman, Joint Chiefs of Staff. He assumed command of NLSO MIDLANT in 1996. In 1997 he was selected as the Legal Counsel to Chairman, Joint Chiefs of Staff.
In December 1999 he was nominated by the President to serve as Deputy Judge Advocate General of the Navy and Commander, Naval Legal Service Command, and in a change of command ceremony held on 9 June 2000, he assumed the duties of that office.
Captain Lohr's personal decorations include the Defense Superior Service Medal with oak leaf cluster, the Legion of Merit, the Meritorious Service Medal with 2 gold stars, the Navy-Marine Corps Commendation Medal with 3 gold stars and the Navy-Marine Corps Achievement Medal.
